Climate Financing: Make it new money

We must ensure that the money committed in Copenhagen to support developing countries in their efforts to cope with climate change is not double-counted aid or money that is diverted from vital services like health and education. Climate financing must be new money.

The Irish Government is making a decision about this in the coming weeks.

Dear Taoiseach and Minister of the Environment

You have promised poor countries €100m in ‘fast start’ money to help them deal with the problems arising from the world’s changing climate.

Please don’t make this an empty promise by taking the money from Ireland’s overseas aid budget. People living in poverty are already suffering from the effects of climate change for which they are not responsible. It would be an added injustice if they were also asked to do without schools, hospitals, teachers or nurses in order to pay for our climate responsibilities.

Following the failure of Copenhagen the provision of new and additional climate finance for poor countries can be a first step in rebuilding trust in the climate negotiations.

I urge you to ensure that none of our contribution to climate finance is taken from Ireland’s overseas aid budget and that it is new and separate to the promise to spend 0.7% of Ireland’s GNP on overseas aid.
